Reginald Prooster, Rechtsbeistand des Clubs, schlägt vor, Percy aufzunehmen unter der Bedingung, dass er 13 Aufgaben besteht. Die Clubmitglieder sind begeistert von diesem Vorschlag und wählen Prooster als Schiedsrichter aus, der Percy bei der Bewältigung der Aufgaben stets überwachen muss. Percy selbst ist in den USA geboren, zu Beginn der Serie 27 Jahre alt und hat ein Studium in Amerika absolviert. Er lebt von seinem Vermögen und übernimmt jede Aufgabe mit dem Satz: “Gentlemen, ich werde mein Bestes tun!”.
